I going to deploy SEP 11.x with diagram bellow.

SEP Manager will be installed at Sites C with MS SQL 2008 Express.
- Network administrator at Sites C have full permission
- at Sites A and Suti B only have read their SEP Client (such as : monitor, read report,....
Please give to me your advised and related document if any
