Permanently Disable Network Threat Protection On A Stand Alone Server

Specs:  Stand Alone Windows Server 2008 R2, SEP 11 (No Manager)

I'm looking to permanently disable Network Threat Protection.  I've searched the forum only to find that this is only possible by creating a policy or uninstalling the NTP option from Programs and Features.  Unfortunately both of these options aren't a viable solution.  I cannot create a new package of SEP without the NTP option due to the fact that there are existing external clients that are unable to install new software due to NTFS permissions.  Smc -stop/-disable and the registry setting change doesn't work/it's temporary.  I was wondering if anyone's been able to find any new information about permanently disabling NTP without uninstalling.  Any information would be greatly appreciated.
