Prevent deletion of files in a specific folder but allowing read and write actions

Hello all , I want to prevent users to delete files (deleting operation)  within a particular folder but at the same time allowing users to read from files within that folder and write to files within that particular folder. Kindly tell me how can I achieve this via Application control policy or any other policy ?
