Service Symantec Embedded Database service stays in starting Status

We had a SEPM running on a old Windows 2003 with version 12.1.2, I updated this to the latest verion 12.1.5, this was fine. It was possible to log-in the Management console.

Then I installed this SEPM 12.1.5 to another server, it replicate everything fine, we can log-in in both SEPM console"s.

After an instal we need to reboot both servers.

Now the first server SEPM console is very slow and the seconde server were SEPM is installed, the service isn't starting correct.

What can I do to resolve this issue?
