Multiple instances of ccsvhst.exe

We have a terminal server environment and we see a lot of ccsvchst.exe processes.

I know that there is a registry setting to fix this, set LaunchSMCGui to 0 (HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Symantec\Symantec Endpoint Protection\SMC)

We've set this value to 0 in the Wow6432 node since we are using SEP 12.1 RU5 but still there is a process for every user.

Anyone see this before?
