Error code -12000: bad parameters when trying to encrypt

I have just installed a new SSD (Samsung EVO 850 250GB) in the laptop.  Previously, the 500GB SATA drive was encypted.  Prior to cloning, I decrypted the drive, then cloned.  The new SSD boots fine, but when trying to encrypt the drive, I get this error:

Error code -12000: bad parameters

I've been trying this from the GUI and CLI.  CLI command was:

pgpwde --encrypt --disk 0 -p PASSWORD --interactive

The bootloader and password is now there however - just not encrypted drive.

Does anyone have any ideas?  Using Symantec Encryption Desktop v10.3.2 MP2 Build 15413
