Client Admin failed to register Error 11975

Greetings,

Attempting to get some Windows 8 boxes to encrypt via GPO.

WIn 7 and Win 8 installed from Microsoft ISO from VLC work fine.  Anything from a vendor, a surface, elitebook etc give the Titled Error

Failed to register client administrator 'username" Error 11975.

Any clue on how to fix this?  Support requested I image the machine, which will be done in a few days when the techs have an open time.

But I would prefer to not reimage every single Win 8 box.

Have cleared the TPM, and BitLocker is off and has never been turned on.
