PGP WinPE setup missing PGPcl.dll

I am going through the steps to create a WinPE bootable device with PGPWDE built in and everything looks good up until the point I try to integrate PGP.

I cannot find a copy of PGPcl.dll anywhere to fix the error ("CopyFile(PGPcl.dll) failed. Error:0x00000002")

This is WinPE 5.1 x64 on Win 7 Pro x64 and PGP Desktop 10.3.2 MP10

We have quite a few machines with PGP Desktop installed and I can't find the pgpcl.dll file.

I saw the posts about it missing in the past (10.2) but that it was fixed.

Any ideas what the problem is or where I can find this file?
