how to decrypt drive with SEE 11.0, then uninstall

I have read many interesting threads on how to decrypt a drive encrypted using SEE serverless tandalone 11.0 but none solved it for me.  I need to decrypt and unistall SEE entirely.  I tried using the command line method but I get "eedAdminCli is not a recognized as an internal or external command." Since all command line issues seem to start with that, I have no idea where to go now. Running Windows 8.1. Thank you.
