Can't Ping ipv6 - Action Blocked by Rule Block ICMPv6

We have enabled IPV6 on our network.  But I cannot ping an IPv6 IP.  It is being blocked by SEP Firewall.   I have disabled the Block IPV6 rules.  But for some reason there is a Rule that is nowhere to be found that shows up in the logs.  It says it's being blocked by a rule named "Block ICMPv6"   I have tried adding an allow rule for ICMPv6 but it is still being blocked.  Any ideas?
